A lot of the problems in Latin American countries with the US is that the US has stolen and cheated these countries massively over the last 100 something years.
 
Our little dictator with the weird ears probably didn't have any use for a Christian Democracy on his list of friends. Obama changed this country for the worse in many ways.

We have given South American countries money hand over fist, and then turned around and forgave the debts. And for some reason, we are about to give Bolivia 20 billion more.

General debt relief:
The Inter-American Development Bank approved a major debt relief package in 2007 for Bolivia, Guyana, Haiti, Honduras, and Nicaragua, which the U.S. commended and supported.

The US gives money to countries like Bolivia, but only if Bolivia will do things for the US. The World Bank (basically the US) gave Bolivia loads of money to privatize their water industry, which was they bought by companies who made sure 25% of people in La Paz didn't get clean water, and the profits left the country and enriched Americans.

The problem is the US tries to make things look like charity, but it's anything but.
