And the problem with black Americans is they are never able to admit to white people that they were wrong. The woman took the contract and the money (which, given her previous attempts should never have been offered). The onus to deliver was on her. Since she wasn't able to even come close to fulfilling her obligations, it sure looks like a typical scam.

Bottom line is this, the Trump administration would have contracted with a roach with a meal court, if they thought it could ease their responsibility of having to deal with PR. No company could have met such demands and it was ignorant on both parts to have wanted it so. In order to provide so much needed resources to such a devastated country in numbers that large, you either have to contract with Military rations facilities who are use to providing compact meals to soldiers or as I stated before, you set up operations in PR that can actually cook and pass out the food. There is no easy solution to any of this and sadly, the TRump administration could give a damn about people of color or women. Woman behind botched FEMA contract to deliver meals in Puerto Rico speaks out

feb 8 2018 ATLANTA -- More than four months after Hurricane Maria, the Federal Emergency Management Agency (FEMA) is still providing food and water to devastated communities in Puerto Rico. Early in the crisis, FEMA awarded a large contract to a businesswoman from Atlanta to supply millions of meals, but only a fraction were delivered.

Tiffany Brown, the one-woman operator of Tribute Contracting in Atlanta, got a Google alert about FEMA seeking bids to provide meals to Puerto Rican victims of Hurricane Maria.

Last October, Brown scored a $156 million FEMA a contract to provide 30 million meals at a cost of $5.10 each. She subcontracted the job to two companies including a caterer in Atlanta, with 11 employees.

We asked her if she really thought 11 people were going to deliver millions of meals.

"[The subcontractor] told me she was experienced with this work," Brown said. "As time went on she would be able to hire additional people to scale up."

Only 50,000 of the 30 million meals were delivered. FEMA terminated the contract "due to late delivery." FEMA says Brown's company was vetted. But she has had five previous government contracts terminated for "not delivering required food" and her "inability to ship products" -- and no experience in dealing with large-scale disasters.

"I've had challenges in that area, particularly because I'm so young and being a woman in the food industry world," Brown told us.

Quick math here. It Cost around $1.5 million to build a McDonald’s restaurant (probably a lot less in PR, say $1mil). Average cost of goods sold runs about 30%. So if they would build 5 McDonald’s for 5 million bucks, man the it with volunteers, subtract out $20 million for other cost, that would leave around $125 million to produce Big Macs. Each store could be serving thousands of of meals per day at a cost of about $2. So, they would be able to supply over 60 million burgers and have new franchise when it’s all over.

I have no issue with admitting when a black person does something wrong. The woman should have fulfilled her contract. And if she wasn't able to provide the meals , she shouldn't have taken the money.

But in this case it was FEMA's who was ultimately responsible for making sure Puerto Rico got their food. Leaving it into the hands of 11 people was absolutely foolish.

The simple fact that she bid on a contract she knew she had no possible way of fulfilling and it involved people who were starving means she should be put in jail for the rest of her sorry life. And whoever made that call at FEMA needs to be with her. It turns out she had been sued three times over her inability to fulfill her obligations in similar situations. She hid behind being black and was allowed access to bids other people would never have had a prayer trying to get.
