That's a classic example of entrapment by corrupt law enforcement agents. It's like the cop racing down the highway to issue a speeding ticket to a suspect. There's a doctrine of unclean hands where the cops who are breaking the law to entice and entrap suspects can't expect to avoid prison time themselves on the same charges.An extreme example is the 1993 WTC bombing, in which FBI infiltrators suggested the plot, provided the explosives and van, did the driving, etc.
Those actually charged did not really participate at all, but simply knew about it and did nothing.
The only reason we know about it is that Emad Salem, the paid FBI infiltrator, taped phone conversations with FBI because he was afraid of being set up as a patsy.
Or the male cop picking up a female prostitute --- even if she's stark naked on the street, he's just as guilty as she is. Don't the dude cops see plenty of naked ladies on the internet? You don't even want to know. There's an Internet Service Provider in the neighborhood of every police station.
