While hurricane relief comes from the disaster relief fund, aid for those migrants comes from the non-disaster relief fund. And the monies for both funds are allocated by Congress. Fema can't shift money around. So no, they didn't divert funds from hurricane relief for migrant aid.

3. To avoid a government shutdown, on Sept. 25 the Senate passed House bill 9747
