Not quite the full answer, moron.
FEMA has TWO funds. One for disaster relief and one for non-disaster relief. While hurricane relief comes from the disaster relief fund, aid for those migrants comes from the non-disaster relief fund. And the monies for both funds are allocated by Congress. Fema can't shift money around. So no, they didn't divert funds from hurricane relief for migrant aid.
