Pharmacies have been having problems and closing stores since before Biden was elected. It may be that some policies enacted under Biden have worsened things, but no single administration can be solely blamed for the problems with retail pharmacies. Bed Bath and Beyond hired a new CEO in 2019 to try to fix their issues and his changes may have helped lead to their bankruptcy.

Blaming the Biden admin may be simpler, but at least from the little reading I've done on some of the major store closures in recent years, there's much more to it than current admin policies.
