We are still importing 7.5 million bpd mostly from Canada, Mexico and Venezzuela, but since Trump put sanctions against Venezuela we are now importing from Russia.

Keystone pipeline decision was to help the rail traffic in the area...but it still had issues with the route that they didn't overcome...
OPEC+ is still upset over the UAE holdout...they just increased capacity but aren't exactly being allowed to sell the oil and refined products. OPEC+ doesn't care one bit about Europe or American interests except for Saudis...they wish to bankrupt the Permian basin producers. And it was a financial race keeping oil prices low to do so.
So since Biden is playing into their hands...they have no reason to sell any oil and every reason to shut down.

WTI is the domestic price of oil (usually a bit cleaner) and Brent is the international price.
There is plenty of oil running around...just a matter of willingness to pump it. There is no such thing as an "OPEC price" .
Light Sweet crude swapping happens nonstop. (Which is how we usually got the specific oil we needed)
RBOB is the first distillate coming from crude as it is turned into whatever product desired. And it's price/supply is usually a reflection of how much stuff is being made from crude.
