Every spending bill should be a stand alone bill otherwise crooked politicians will load all their own personal bullshit into it. Deals like this have been put forward many times before. I can remember countless times where increased border security was promised contingent on additional immigration, green cards to existing IAs, amnesty etc etc. The only thing is, they never deliver on any additional security. In the end, we only got the extra flood of unneeded and unwanted IAs and the security measures get ignored.
