As to where Trumps comments that many castigate as 'blunders' are generally along the line of a somewhat vague comment that is vulnerable to being twisted into something very negative, Biden's comment shows an arrogance and ham handedness that far surpasses anything Trump has said, IMO.
And it isnt even accurate in that thought the US military gave the Japanese a rough draft as a guideline, the civilian Japanese scholars of their time wrote it themselves and adopted it entirely to their own culture and preferences. The military was never very popular in Japan, only feared by most people as they could have you taken out and beheaded for the most trivial crimes.
The last nation we liberated in WW2 was Japan from the control of their feudal war lords.
And now Biden goes and does a brain shit into the whole thing.
Japan is likely to break away from US hegemony in the very near future, next 5 to 10 years as the USA becomes either incapable of defending them any more or we have a resurgent military capability but want them to start shouldering more of the burden against China.

A recent remark by U.S. Vice President Joe Biden that America wrote Japan's Constitution is raising some eyebrows in Japan.
A popular front-page column in the national Asahi newspaper said this week that the comment "was unprecedented in its insensitivity" and "could even be considered arrogant."
Biden, appearing Monday with Democratic presidential candidate Hillary Clinton, attacked Republican candidate Donald Trump for saying that Japan might need to consider obtaining nuclear weapons in the future.
The vice president said, "Does he not understand we wrote Japan's Constitution to say that they could not be a nuclear power?"
It's no secret that U.S. forces occupying Japan after World War II drafted the constitution, though Japanese scholars were involved in reviewing and modifying it before adoption.
The 1947 constitution doesn't mention nuclear weapons, though it does "renounce war as a sovereign right of the nation."
