It’s interesting because the federal government is charged with protecting the countrys borders, but the governor is in charge of protecting their state.

The way I understand it, the strip of land that the border fence actually sits on is federal land, and as such, that’s the jurisdiction of the federal government, but the land beyond that belongs to the state. So, the answer is easy, have the DHS there on federal land, and then Texas national guard can just line up right behind them on Texas land and when the dhs fails to do their job, the Texas NG can be there to prevent them from crossing into Texas.
