Then when demand started to spike, OPEC refused to increase production causing the price to jump. Biden didn't do that. That was OPEC taking advantage, and trying to hurt Americans. His record on paper doesn't look that bad so far as momentum from policies in the Trump Administration have carried over into this one. But Biden has made in unattractive, sometimes impossible, and far less profitable for U.S. oil to increase exploration and production.

But the major problem isn't so much the quantity of oil but refining capacity with Biden policies causing or accelerating closure of several large refineries and making it unattractive or unprofitable, if not impossible, to increase refinery output.

Regardless of how many acres of federal land are leased, the oil is going to be sold at the highest prices on the world market. So when world shortage or over supply exist, prices react in the US, even if we are completely energy independent.

I might add that Trump would have been figuring out how to reduce regulation and make it possible for oil companies to increase profits to provide incentive to substantially increase refining capacities.
