Non citizens are people here on visas, (green card, work visas, school visas etc), and accepted refugees, and asylum seekers who have court dates for their immigration hearings, and those granted asylum already etc

Illegals are those foreigners who entered illegally and were not caught, (got aways) or those on expired visas, or those caught crossing the border who did not meet asylum seeking parameters when interviewed by authorities, or those who never showed for their court dates and stayed, or those who were denied by a court asylum...but found an illegal way around deportation...etc.
