Putin publicly denied to the world of having any knowledge or part in the earlier cyber warfare that crippled US energy and food distribution, creating 'plausible deniability'; although Russian hackers, to include former Russian military, are perpetrating the cyber attacks from inside Russia.
Biden can't have his administration directly attack Russia in response.
Biden MUST respond, though.
At the G7 Summit Biden did not bring up to Putin Russia using microwave weapons against US citizens, did not demand the release of US citizens being held by Russia, did not bring up Russia's meddling in US elections, and then gave Putin a list of our top infrastructure and begged Putin not to attack THESE targets.....making Biden look extremely weak.
