This is a community where the average income is about 45K a year. They don't have time to wait years until a settlement with the railroad company is met. They need help now. People that don't have relatives in the area have to stay at expensive hotels and have to buy a hell of a lot of bottled water just to be on the safe side.

If it gets to point where the company is in court for nonpayment of expenses the government will have already stepped in. If the rail company wants to continue to exist they will pay at least as long as their liability insurance holds out.
