Talking the moderates into "reasonable gun control" slowly making laws so they can take the guns. Most of the 6 million jews killed in the Holocaust didn't live in Germany. There were only 500,000 Jews living in germany prior to WWII, and about 50% of them survived the war. The places where they really took a hit were places like Poland (3 million Jews and 3 million Poles killed during the war). And, sorry, it wasn't due to a lack of Arms. The Polish government was a military dictatorship prior to WWII, and they were very well armed.

In fact, Poland had 39 Active divisions at the begining of the war, and 950,000 men under arms.
