China is threatening but the problem is even if they follow through what exactly are their plans? Are they planing on increasing prices on their products to other countries? If they do that their economy shrinks. They can not afford that. They put higher tariffs on a counties incoming then that country sells to another country and things get scarce in China. Again they can not afford that.
Seems more bluster then anything.

Factually there is no need for China to raise tariffs on US goods. - this tit for tat is just a political show, to entice Trump.

There is basically NOTHING China needs from the USA - and for some goods (e.g. nuclear tech from Westinghouse), these products would be logically exempted from any tariffs anyway. As for e.g. Boeing - China simply switches to Airbus and it's own manufacturers, etc. etc.
Additionally the Chinese people are patriotic enough, to abstain from US products - regardless of their governments input.
Due to Trump 1.0 - Chinese exports to the USA have been significantly reduced since then, and PRC products have been diverted to other markets - the US market presently only acquits for around 10% of the PRC's total export volume, down from e.g. 27% in 2010.

Trump is ONLY screwing the US manufacturers and foreign manufacturers that are already producing in the USA. And due to existing global supply-lines and Trumps erratic tariff lunacy, foreign and local investors in the manufacturing industry will/have already called off planed investments into the USA.
