2. Is an individual member given a reason for their ban when banned, and if so, does the above rule allow for asking the member in question why they were banned?

you can pm a mod, though they will unlikely tell you the reason another poster was banned as that is likely considered private. and yes, you are given a reason why you are banned.

Just PM a mod and ask but I'm sure they won't tell you why someone was banned as they would consider that nobody's business but theirs and the person who was banned.
If you want to ask someone via PM, why they were banned, I'm sure you can.
yes!!! I have seen many little gangs of "want to be atheists=god=truth haters" ban together and flood the moderators with fake,false abuse reports on many message boards in my posting over the last 15 years =some moderators take the easy way out,they don'y want the hassle of douing research anf find truth, and some moderators are god haters themself!!! Sad!!!
