This is currently considered in Bavaria. There is no legal basis for that idea. But it shows very clear the mindset of those supporting it: Despotism and dictatorship.

A Russian BigMac adds 1,7 $ to the Russian GDP, an American BigMac adds 5,5 $ to the US GDP. If you want compare Russia with America, you have to value the Russian BigMac with 5,5 $ also, because it is the very same economic performance.

hmmmm....the Relative Cost of living argument. That's why I also dismiss gloating about $ spent on the military.
