And thats where all of the money is. But it's that way in any state. Red districts poor and uneducated. Blue districts where the educated workers are, and all of the financial centers.

Look in any red district in any state, and the only money is had by a few plantation owners that control the local government there. The only difference is they can't use free labor to run them anymore.
