I think you're missing the point when you mention mental health in relation to mass shootings.

Dealing with mental health of the population wouldn't be attacking the issue of a low number who carry out mass shootings.
Adopting a culture of violence is doubtful to be an overall decline in mental health.

However, to entertain your theory, can you suggest what mental health deficiency would be to blame?
