This is a TrumpUSA mural referencing Arkham Asylum (DC Comics' fictional center for the criminally-insane in the modern capitalism-centric city) and its focus on democratic civics (and arguably media-patriotism storytelling).
This 'capitalism-apologetics diorama' was inspired by Mad City.

Inmate #1: Cyclonus
Ruthless alien-robot captured by the U.S. government in 2015. Cyclonus represents Machiavellian fury and seems to believe capitalism is a 'vehicle' for basic piracy.
Inmates #2 and #3 (Joint-Cell): Brainiac and Deformer
Brainiac is a cyborg created by the U.S. government during the Cold War but went rogue before being captured by Batman (America's favorite masked vigilante!). Brainiac devises terrible fascist schemes designed to exploit capitalism ventures in the Amazon Rainforest. Deformer is another alien captured by the U.S. government in the 1980s who believes that capitalism is a system that can be exploited to reap incredible rewards for wealth-satisfaction, which is why Deformer is a master-thief.
Inmate #4: Xenomorph
This predatory alien creature with acidic-corrosive blood is a hunter and survivor and was captured by the Weyland Corporation with the help of Lieutenant Ellen Ripley of the U.S. army. The Xenomorph is a pure monster who thinks capitalism (and 'TrumpUSA') is a veil for untampered vanity and greed, which is why the Xenomorph preys on tourists mostly.
Inmate #5: Cobra Commander
This terrorism-mastermind uses explosives to blow up banks only in Washington, D.C., which is why people compare him to the Unabomber.
Inmates #6 and #7 (Joint-Cell): Joker and Harley-Quinn
This husband-and-wife duo of urban tricksters have run narcotics between Amsterdam and British Columbia and were interested in holding the NYC mayor's daughter for ransom until the Statue of Liberty was demolished. Joker and Harley-Quinn symbolize basic anti-American propaganda.
Inmate #8: Scarlet-Siren
This thief and terrorist is also a skilled Internet-hacker with a special interest in confusing and confounding the NSA (National Security Agency).
Inmate #10: Black Mask
This urban crime-master organizes elaborate groups seeking to strike at consumerism targets on random days, since he believes that Americans should be the 'pioneers' of anti-commerce and anti-traffic terrorism, not ISIS or the Taliban or Al Qaeda or the IRA(!).
Inmate #11 (Group Cell): ISIS
Though still believed to be operating as random scattered rogue individuals, ISIS is the Middle Eastern terrorist group responsible for various acts of anti-civilization terror including the murder of 300 Sufi Muslims in an Egyptian mosque on Black Friday 2017. ISIS was apprehended by the Justice League which as then operating as President Trump's secret operative team of capitalism and democracy-defenders known as 'G.I. Joes.' ISIS believes capitalism is destined to make the world a giant saloon (corrupt and ugly).
Arkham Guardians (Profile): Justice League of America (JLA)
The honourable Justice League is comprised of dependable democracy-advocates who function as 'sentinels,' 'superheroes,' and 'spies.' These do-gooders are trained in criminal-psychology, martial-arts, military-intelligence, political-science, and nuclear-chemistry. JLA members include Wonder Woman (a Catholic vigilante), Green Lantern (a celebrity-turned-policeman), Batman (a masked vigilante), Flash (an NSA consultant), and Catwoman (a forensic psychologist). The JLA works to ensure that Arkham Asylum is a beacon of capitalism idealism and democratic hope, not Medieval torture or American-Dream doom.
GOD: Arkham and the Justice League are 'democracy-totems.'
SATAN: This is the age of Wall Street and NATO.
GOD: Capitalism-soldiers sometimes seem like toys.
