I worked for an Army officer that fits your description. He was very indecisive. And he kissed the Generals ass and even doing that the General had too much sense to take this officers word. This Captain had so many years as an officer he knew a trick to keep in the army by changing his specialty from infantry to Armor. He was put in charge of an Army airfield and really was a lousy officer.
