Trump needs to put a new young justice on the SCOTUS to replace Thomas, and then hope Sotamayor retires early to get a bonus appointment. 7-2 sounds about right.
Other than that I think you are very paranoid about the Convention of States. If I had to bet on it, there will never be 38 states to agree on anything.
