They weren't even speaking out of order. In accordance with the law, Biden, then president of the Senate, asked Congress if there were any objections to the state being counted. For some states, the answer was yes. Then Biden gaveled them there would be no debate because Democrats lacked at least one member of the Senate objecting AND one member of the House objecting.
