I understand that many tertiary-level instructors are shocked by the inability of many students to write a comprehensible sentence.

Those students include immigrants and many American-born students of ALL ethnicities.

Those instructors realize that they must be very "generous" in marking their writing.

It is simply not practical to fail all of them.
