Against unarmed men, women and children? No. Not when you have the numbers and weapons to protect your border, ensure no one gets in.

Against organized crime and those bringing in poisons to murder Americans? Yes. You have far more harm on your Mexican border than any other source I'm sure (though don't quote me on that, I am not an expert). However, it shouldn't be an impulse to "shoot first ask questions later". You can collect information and understand what Mexican authorities are doing to look the other way or encourage these shipments if you interrogate the right people.

First, a nation should have principle. It is important, the soul of what you represent. Try and round up bad guys, interrogate and get the bigger fish. This is how the FBI would conduct such a campaign with great success. Even lowly municipal police leverage intelligence to get the bigger source, THAT is good policing.

Just killing some runners won't solve much. Now if they pose a serious threat that is different.

No, but if somebody breaks into your house trying to burglarize it even without threatening to harm you you should be able to. Same thing with if somebody tried stealing your car.
