We have a plan for making Mars liveable again, we call it terraforming. Slowly change the atmosphere to make it the way we like it with oxygen and nitrogen by slowly introducing micro organisms. I think that's what's happening here, someone is changing the air to increase co2 and methane and plastics, that's what they like. Is it taking too long, says the council? Let's get them to kill each other after the o2 level gets below 13%, just give them the technology to do it cleanly, they'll do the rest on their own.

I did read it, decades ago.

IIRC Wilson is a devout Christian and he employed Biblical material to deflect vonDaniken. Wilson's counter thesis is about as extreme, in opposite direction from vonDaniken. Wilson posits that it's all the work of Satan and his demons.
Substitute one fantasy to invalidate another fantasy can be interesting watching/reading, but not likely to be of much help to any seeking something more objective.
