Don't You think racket causes anger?

Tribal law acceptable only along compliance to conditions of public safety.
If anything, for now I would be content with closing some of the villages,
until those conditions return according to the residents of the Negev.

That short term, long term there's the need to ban goat herding,
restrict movement of stock within eco-systems, tribal migration,
law as mentioned above - illegal, until practiced to comply
with public safety and rules of local ecology.

among main income sources are racket and trafficking.

If You don't believe me ask the neighboring Arabs

In Arabia the Bedouin camps are set up in perpetuity along the traditional grazing routes.

you don't just graze at will in the wild, certain stock suits
certain landscapes and harmful to others.

While grazing is not the main problem,
Bedouin tribes disregard local law, following only their tribal law,
which would be possible to work with if they weren't constantly at war with each other.

Their main source of income is illegal trafficking,
and usually move around communities
targeted for 'protection' extortion.

If our state doesn't want the responsibility,
the people in the Negev take the matters
into their own hands, and motivate
population in other parts of the
country to join in solidarity.

Yeah, getting rid of the bedu has been ongoing in Palestine since the 1940s.

I know, you want to blame everything in the Middle East on Israel,
but this was already a main problem during the Ottoman rule.

And remains a problem for the Arab states in the region.
