Wrong. The Militia act of 1903 made the Militia dual purpose. It’s not rocket science. A militia, even a state one which the guard is, without federal funding and support is useless. It serves both the states, and the Fed. Anyone who served in a guard unit knows that. A militia is useless to both the state and the Fed if it doesn’t have that same equivalent support and training as a standing army. It must work seamlessly with both.Correct.
It was created under Congress's power to raise armies.
Paid for out of the federal budget.

Read it instead of guessing. Any in state agency can call the guard for a variety of pre approved by the govenor aid. It’s what a militia is suppose to do.
It’s not just cowboys with guns….they can provide medical aid, evac services, storm cleanup, help restore infrastructure and a variety of things your unorganized, untrained and unfunded non regulated militia can’t do….
Thats what WELL REGULATED is all about.
