It should be made clear that eventually these refugees will have to return to their countries unless they are adopted and transferred by other nations.

Nowhere in all of that is a solution or even suggestion of a solution. You are a typical whiner. You are able to spot the problem, just like everyone else, but you don't know how to fix the problem. You just know how to complain and try to place blame.
Every law you list can be contested in a court. It is time consuming and expensive. Our courts have ruled that all those charged with any and all of the laws you list has a right to judicial review. In the case of the children from central America, they are seeking asylum and that is a justified reason for seeking immigration and makes many of the laws you have listed as not applicable.
Declaring these persons as refugees rather than immigrants seeking immigration status changes the entire process to one where no expectation of immigration is given or expected. We simply become caretakers until the persons are able to be moved to other countries or returned to their home countries.

Since it seems that they are not going back anytime soon then I am thinking that if they are going to drive then they should be required to first show proficiency in English so we know they can read the signs posted in English. Second they know that this license does not in any way effects their citizenship.
