The Democrats had no intention of negotiating about the continuing resolution. not until chuck Schumer proved himself to AOC by shutting down the government.

The shutdown was the actual goal of the Democrats unreasonable to the point of being nearly impossible demand.

If there were to be negotiations, the Republicans, upon seeing the Democrats fill their continuing resolution with a Santa Claus sized gift bag full of their own policy priorities, would have come up with a continuing resolution full of republican policy priorities.

Then there would have been the usual back room negotiations of the "we'll give you this. If you give us that" type. It is not pretty to see the sausage being made that way, but that is how negotiations have been done for more than two centuries.
