I understand the sentiment, but it's not entirely correct; if it weren't for gerrymandering, 48% of the state's Congressional members would be Republican today. California's delegation would be 38%. The GOP should have taken up the Democrats' claims to 'reform the electoral college' and 'proportional representation'; they would have a much larger number of Congressional seats today.
