Probably because most of them are her fellow Dems, but a subpoena from the DOJ could change that and force her to rat them out.

Knowing favorable/unfavorable legislation will be passed, for example.

I am in corporate finance and we have blackout periods when it is VERY illegal to buy or sell the company stock. Typically between the time we are compiling financial results and when those results are made public.

Why should Congress be allowed to buy or sell stocks before any information they have is made public?
