When she was 18 and took her naturalization oath and had her paperwork for Naturalization approved and became a citizen...in the year 2000...you would need to establish, with evidence, that in the year 2000 she lied on her naturalization paperwork.

She didn't lie on her own naturalization paperwork. She lied on her brother's visa paperwork. She married her brother and submitted the marriage documents supporting a spousal visa.

The good thing about federal court is that the trial doesn't need to be in the same place as the crimes. For example, Tim McVeigh committed his crimes in Oklahoma, but was tried in Colorado.

Antifa terrorists can commit crimes in places where they are welcome, like California, New York, Oregon, etc., but the government can choose to try them in, say, Texas or Florida, for example.
