The ruling you don't seem to have read is two short paragraphs. It says nothing about enforcement or the courts orders.
It tells Trump not to deport a group of illegals with an action pending in a lower court. That's all.
If Trump were to deport them anyway, then you would finally have the defiance you are looking for. Then we'd see how the court would enforce its will.
