Quite the opposite, guys on USMB openly claim the guns are for self defence, they would shoot others. That's an unhealthy gun culture and an unsuitable gun owner, the stats shows that, that is not gun safety. Switzerland has the Right To Bare Arms too, so why do they have low gun stats? Because their mentality is that guns are to fight aggressors/invaders, not their countryman.
Everyone is personally in control of their gun situation in the UK. It's up to the individual that's responsible for their police record, there medical record, there driver's record. They also need to show how safe they are in their interview with the police, why and where they're going to use it/them. A referee for a shotgun certificate is there to vouch for them, two referees for a firearms licence. So if they're part of a gun club, clean records (ignore trivial things on police, medical, and driving records), or to shoot vermin on their own land or land where they have permission etc.., and the secure gun storage cabinet at home is compliant, then away they go, enjoy guns.
Just like some features on knives, vehicles, guns, ladders etc.. being regulated (for example with guns - no automatics, handgun length etc..), every aspect of life comes along with regs.
So in the UK, Gun Safety is the culture/orientation towards guns, Gun control is down to the individual being suitable. If they're not suitable, no guns, their fault. And because gun owners here generally have gun safety in mind, they don't carry them around in public and have them securely locked away at home when not in use.
And just like anything in life, someone can still go haywire with a gun. But the stats are vastly lower. Many can't be bothered with guns, we don't have the same gun fetish. Once in a blue moon when I go clay pigeon shooting with my lads and/or friends, I just hire the gun.
