If everyone else is vaccinated, then them getting an infection which the other children are vaccinated against shouldn't matter. We tie the parents' hands by not allowing school choice via a voucher or some other type of system in order to send that child to a private school and then force them to inject something into their body against their will. No, it doesn’t take more than a personal belief. You just have to write that you don’t believe in vaccines and the state gives you an exemption. Religious beliefs work too, and we’ve seen plenty of otherwise normal Christians claim that vaccines are against their religion, so even that doesn’t require much more than a claim.
