Granted, the welfare system, as it was structured and is still currently structured, punishes marriage. It actually incentives people to stay unmarried, especially when they have children. That is not an excuse for their behavior, just a recognition of an inherent problem.

The answer is simple, and you won't like it. No food stamps. No welfare. No housing assistance. A single guaranteed minimum income, paid monthly to everyone making less than 300% of the poverty level. Payments based on the tax return from two years before, no clawbacks. And a child allowance for each child under 18, extra for those under 6. Paid to everyone, yes, even Elon.
