Terror cell?

A group of people acting in unison? I believe calling such inepts a 'terror cell' would be what failures would celebrate being called. All the IED's and not one goes off?
4 people placing IEDs is a terror cell .. we have yet to find out why they didn't go off .. maybe the remote or the timer or whatever they used to trigger them failed .. but make no mistake this was an attempted attack from a terrorist cell ..

A terrorist cell is a small group of terrorists that typically has 3–5 members. Terrorist cells are part of a clandestine cell system, which is a way to organize a group of people to make it harder for the police, military, or other groups to catch them.

Here are some characteristics of terrorist cells:
  • Small groups
Each cell is made up of a relatively small number of people.
  • Limited knowledge
Members of a cell know little to nothing about the organization's assets, such as the identities of other members.

  • Distributed command
Terrorist organizations are often made up of quasi-independent cells with a distributed command.

  • Trusted contacts
Members of a terrorist cell have deep, trusted relationships with each other that are not easily visible to outsiders.

  • Activities
Terrorist cells can perform a variety of activities, including reconnaissance, surveillance, and logistics.
The structure of a clandestine cell system can vary depending on the group's ideology, the mission, and other factors.

U.S. officials have been warning for months that the conflict in Gaza and Lebanon, as well as unrest in Central Asia, could spill into the United States, most likely in the form of small radicalized groups acting on their own initiative or lone-wolf terrorists.

“We did have a car there, we had barriers there, we had officers there, and they still got around,” said Superintendent Anne Kirkpatrick of the New Orleans Police Department. She added, “We did indeed have a plan, but the terrorist defeated it.”
