Not so true. There is a lower level of violent conflict in Judea and Samria because the IDF and other security services maintain security control there. The same would be true in Gaza if Israel had not made the mistake of withdrawing from Gaza in 2005 in favor of the PA. For the foreseeable future, the only way to prevent big wars in Gaza is for Israel to establish and maintain security control over Gaza.
