For me, day in and day out. Hold news conferences if they must to ensure that there is media coverage and eyes on the issue so it can't be swept under the rug. China is going to go very hard, this is the Russia of the 1980s but exponentially more entrenched and bold with full access to global markets.
A coup in intelligence work is to always let your enemies believe what is wrong and to do your work for them. Such as, say, pushing a Russian Dossier from an apparent "allied nation" source like a UK citizen (anyone ever do a full sweep of this sources background?), or some other source that convinces someone to work an angle, when the real threat is over there, and succeeding, as you chase rabbits.
It's the greatest of coups to have their foreign enemies do damage to themselves while they apply effort from a source far removed or, right under their eyes but for which they trust. Whether Russia, Russia, or focusing on an impeachment as a virus lands on your shores. All of these decisions and pursuits, trumpeted by MSM have helped China, and I have to wonder if that was the objective. I knew it was going to be the outcome, only now do I consider how deliberate it might have been.
Many times politicians don't understand they are being used. Worse, many times intelligence agencies and agents don't understand. Other times politicians might suspect, but use culpable deniability or undermine the danger, even arrogantly overestimate their own ability to control a situation, because they have a sole desire for power. The more power, the higher up the chain they can go, the greater the position, the less they care about consequences for others, even their own nation.
It seems to me that California has to be a hot spot for efforts from China, along with NY I imagine. It's easy to support what seems a well meaning policy, group or ideal, "hey, who doesn't like peace and equality!"? It's not always so simple when one untangles the yarn back to a foreign government source that is benefiting. Sometimes even a cop, or someone related to a cop, can be the worst enemy to a nation.
I always refer back to the Cambridge Five in England. With America listening to and becoming closer to England over the years, don't think for a moment America is immune from such high level infiltration from foreign spies. If they are going to apply full effort, it will be over the next few years after the last few years of massive success on a scale never seen, so, U.S intelligence better be louder and ensure independence. They better understand what they are up against.
