Is Amazon constantly caught up in lawsuits that involve it's employee's being hurt on their job's delivering product's from door to door ?
Recently a woman driver in South Carolina was mauled by Pitt bulls when trying to deliver products to an Amazon customer. She is reportedly in critical condition. A dog attacked an Amazon driver in Sumter County. Here's what SC law says about who's responsible.
The list goes on and on, but here is another one below.....

OK Jeff, this stuff is simple in solutions I think... Face it, your wild eyed model involving delivery to everyone's doorstep has failed. To much liability involved these days and you know it.
Solutions are these maybe.
1. In every county in the USA being delivered too, I ask why not create a safe secure easy pick up "Amazon location", otherwise using a chosen location that can be operated by a retired citizen maybe ?? Think about it..... .. Send out surveyors to get localized input for an abandoned building that can easily be opened back up as a pick up point for the surrounding county to travel to in order to pick up their orders maybe ???
The list of solutions are long, and can correct a flawed model IMHO.
2. Find a would be participating business that would want too allow pick up at their location for a small fee in order to assist in the safety of your employee's by recognizing the dangers in young or old employee driver's delivering packages to personal properties that put their very lives at risk of injury or even death. Plenty of local businesses that would participate for a small fee or even no fee all depending on the business and it's ownership wanting to help out.
3. Scale back on delivery vehicles and driver's by opening locations that would suit your standards and needs to get packages delivered to secure and safe locations within 50 miles or closer (depending on the ideas above chosen), in order to stop the dangerous risk your employee's are subjected too, otherwise risk that are elevated by an idea of convenience that everyone in a community doesn't deserve.
