DOD regulations are determined by the law, DOD regulations do not determine the law. The law is set in the United States Code, DOD instructions have to conform to the law - not the other way around.

What part of the rule says she can't wear it? When I was discharged nobody told me I couldn't wear my uniforms anymore, I used to wear my BDUs until they got too small.The military regulation doesn't apply to her if she is not active (active duty) or inactive (member of a reserve component).
The United States Code (18 USC 702) does apply which means she might be open to a misdeomenor charge.

And now, they didn't cover civilians wearing military clothing in bootcamp. They talked about military members wearing uniforms.
You keep trying to treat her like she's active duty or in the reserves. She's not, she's a civilian. You know you can be a Vet and a civilian at the same time right?
Civilians are not covered by DOD Instructions. 18 USC 702 could apply, but that make it a misdeomenor. Equivilant to a traffic ticket, especially for a first offense.
