I see the flaw here. The law was designed as a sneaky way to superseded the Electoral College and should be illegal, as it poses these states in an insurrection against the USA. If you read carefully, the Interstate Compact only takes effect IF or WHEN the awarding of all their EC votes is needed to award the election to the popular vote winner who otherwise did not meet the 270 EC votes.

In this case, it isn't necessary as Trump already won the Electoral College.

Of course, these states would never give Trump their EC votes even if he got 200 million votes. In that case, the EC becomes the law of the land, good as gold.

Absolutely great question! Does that mean that Trump won all 50 states or is there a blue state which wasn't one of those in the pact?

Nothing illegal about it. Constitution gives the states the authority to determine how their electors are chosen.

Not sure why you think that’s unconstitutional given you guys wanted the state legislatures to override the voters in 2020.

No it doesn't. The Constitution allows States to allocate them however the legislature specifies, but the electors have to be chosen by the voters.

Section 2 of the 14th amendment.

Because it disenfranchises the voters of that State, by allocating electors based on the votes cast by voters in some different State.

This only applies if an election is held. The state can choose to not hold an election.
Doing so does not abridge anyone's rights as no one has the right to vote for President.
