Those are the first words of the Constitution after the preamble. That means the president, the courts, and bureaucrats CANNOT write laws. And yet they do it all the time.

States need to stand up and say we will ONLY obey laws written by congress.
 
How laws are currently is often radically different from what might appear in the Constitution. Like the line from "Pirate of the Caribbean" regarding the PIrate Code, "They're more sort of...Guidelines." :)

Often, people ignorant of how laws work go by something in the Constitution like the soverign citizens movements, then act all surprised when a current law is in effect that's contrary to what they thought they were bound to under the Constitution.
