Do you even know what that means? Who are they paying when the "pay" their fair share?
Their agreed upon % of their GDP for defense spending. They were not upholding their end of the deal basically forcing US to bear 69% of all NATO defense spending.

In 2014 Germany and the rest of our NATO allies promised to raise their defense spending to 2 percent of gross domestic product by 2024. It is now 2019 and Germany still only spends 1.23 percent of its GDP on defense. By comparison, the United States spends 3.4 percent of GDP on defense."
Getting NATO to Pay Their Fair Share
How much another nation spends on their military doesn't have that big of an effect on how much we spend on our Military. We position ourself all over the world to protect our own self interests, national defense and to keep a handle on what's going on in the rest of the world. We exceed the agreed upon NATO spending because it is our choice to invest in military, not because their lack of spending forces us to.
This has been misrepresented by Trump and his puppets over and over again making it seem like we are being ripped off and fronting the bill. Not true.
Now, with that said, I do think it a good thing to push countries involved in NATO who have underfunded militaries to get to that 2%. The stronger our allies are the stronger our alliance is. Let's just be honest about how we speak about the situation.
