Alien telescopes?

Theoretically a gravity fields is constantly fluctuating outward and inward from movement of matter within the gravity field. If a large telescope were pointed at an active rocky planet or a gas giant, and point the telescope at the world's smallest gyroscope, the gyro may be able to detect a change in what it commonly detects. We might build some sort of transmitter as well by spinning great weight. The speed at which these gravity fluctuations might occur would be greater then light I believe. A computer could scan the darkness around a local star in the sky and detect any unusual signal in the gyro.
