Pretty simple. They are at times the last resort to any conflict, without them would be sheer anarchy.
As a part of enforcing the law, they have to investigate a claim made by someone a law is being broken.

You can drink alcohol and watch porn if provided by a parent or guardian.
My school would have never considered calling the police for that for a second. The admin would have been fired immediately. The admin are paid to run the school and handle discipline.
