In a desperate attempt to enforce the release detained terrorists the al-Qaeda leader calls on followers to kidnap westerners.

"The infamous Al-Qaeda leader, Aymen Al-Zawahiri, urged his supporters on Sunday to kidnap westerners in order to secure the release of several members of his terrorist organization.

Zawahiri is expected to issue another speech in the coming days, as Syria’s Al-Qaeda franchise, Jabhat Al-Nusra, is expected to break away from the organization."

This should not be a surprise from the sense that this is some new tactic; but rather why it took so long for these terrorist organization to cycle back around to the more traditional means of support:

• RAISING FUNDS FROM LEGITIMATE SOURCES
• RAISING FUNDS FROM CRIMINAL PROCEEDS
• THE ROLE OF SAFE HAVENS, FAILED STATES, AND STATE SPONSORS
• ENTITY SELF FINANCING

And, while these three major categories are the most of general terrorist financial sources, it is not limited to just these. And the UN Security Council Resolution S/RES/2133 (2014), Suppression of Terrorist Financing does specifically target the means of gathering support through "incidents of kidnapping and hostage taking committed by terrorist groups with the aim of raising funds, or gaining political concessions, in particular the increase in kidnappings by Al-Qaida and its affiliated groups, and underscoring that the payment of ransoms to terrorists funds future kidnappings and hostage-takings which creates more victims and perpetuates the problem. "

While the Financial Action Task Force (FATF) plays an important role in the identification and tracking of terrorist, insurgent, jihadist, and political criminal activity as the revenue stream and source for acts, methods, and practices knowingly financing, planning and inciting terrorist acts are also contrary to the purposes and principles of the United Nations, the Non-Governmental Organizations will also have a role in work has been undertaken to examine how financial measures applied by states, the private sector and the non-profit/charitable sectors, play a role in:

• Deterring participation of such financing,
• Detecting the use of acts, methods, and practices by terrorist, insurgent, jihadist, and political criminal activities to generate revenue streams and sources,
• Detection the terrorist, insurgent, jihadist, and political criminal activity benefiting from the illicit activity,
• Disrupting revenue streams and sources,

However, the bright side of the open request for financial assistance suggests two importance points:

• The independently wealthy and affluent members of society within the Arab League and Radical Islamic Associations are not producing the necessary revenue to maintain the tempo of operations.
• The International effort in the financial suppression of suspect and critical revenue streams have had an impact.

The separation of al-Qaeda of Syria (AKA: al-Nusra Front)(evolving into the Sham Liberation Front) is an indication of an unhealthy atmosphere in the al-Qaeda ranks. This may also have an adverse impact on the financial distribution and dividends that supported these two entities; maybe even moving from one poorly funded activity into two seriously underfunded activities.
