In his 1992 book, "Earth in the Balance," he CALLED for high gasoline prices, $5 and up, to get people to stop driving and so that he could begin to get the internal combustion engine banned. He said artificially inflating the cost of all fossil fuels would be needed to "save the planet."
And that's exactly what's been happening since. As soon as Clinton/Gore took office, a federal tax was levied on gasoline that's still there today, they greatly modified the Clean Air Act to create 52 different formulas of regular unleaded gasoline for separate distribution in different areas of the country where there was actually only 3 before that.... Making distribution much more costly. And actually having a negative carbon effect, because this multiplied the amount of tankers needed by something like 100 fold.
This was while Clinton/Gore enjoyed a Dem controlled Congress. Sorta like what we're seeing now.
