I remember getting home from work and it being all over the DC news feeds.

Lots of real heroes that day.

I was driving in that storm that day delivering flowers. WTOP radio initially reported as a bulletin that it was a small private plane but that was quickly corrected.
By the time I got home, around 1830, it was already dark.....Nasty-ass weather to drive in for sure. I heard about on my way home on DC101.

In Jan of '82, I was working very hard and never watched the news, so this is new to me.

A couple of heroes jumped into the icy water and rescued some survivors. Where is the plaque honoring them? Airport error? Failure to de-ice the plane prior to takeoff?

The crash was caused by improper deicing of the wings which disrupted the aircraft's airflow on take-off. The aircraft couldn't gain enough altitude due to the decreased airflow over the wings caused by the ice, reducing lift.

That's why it collided with the bridge according to the NTSB's report.
 
We watched the news reports at the university student union, on a big screen tv (25”).

I already pointed that out. It was an issue of DEIcing.
